This film presents the story of oceanographic research in the state of Florida , "the oceanographic center of the universe." It starts with a message from Gov. Claude Kirk and features commentary from John H. Perry Jr. of President Johnson's Advisory Council of Oceanography. There are shots of Perry's miniature "cubmarine" and scenes from the numerous state and federal agencies that conduct oceanographic research in the state.
