James G. Gavin was a prominent African-American citizen in Wakulla County, Florida. Gavin was an officer on the Wakulla County Republican Party Executive Committee. He was made executive secretary by 1900 and continued to be involved in the committee through at least 1928. The Gavin family were active members of the New Bridge Hope Primitive Baptist Church in Shadeville. Gavin served primarily as the church's clerk, though he also served as a deacon. He maintained minutes for church meetings and various committees, as well as financial records. Gavin and his family were also involved in two African-American fraternal organizations that were closely related to the church, the United Band of America and Independent Order of Good Samaritans and Daughters of Samaria, where James also filled a clerical role.
