Dear Governor Dave: The Everglades National Park Commission is now actively engaged in one of its most important steps: the obtaining of Abstract of Title to the Everglades Park lands. Upon these Title records much depends having to do with negotiations with land owners and as evidence of authority on the part of the State when ceding the Park lands to the federal government. As usually submitted such evidence of title is not accepted until approved by the government's attorneys. As there may be thousands of these title records coupled with the probability that many of them will be faulty in the estimation of the government presupposes that in the usual course of events delays with Park progress might set it back years. We are very fortunate in that the Attorney General's office has made an offer in this instance which has been accepted by the Director of the Department of the Interior to cooperate with the Everglades National Park Commission and place its attorneys on this abstract of title work. This will not only facilitate the work, divide the expense, and assure accuracy, but will render unnecessary delays that would otherwise be required by the government if the State worked independently. By this splendid cooperation the State is placed in a position through its Everglades National Park Commission of being expected to make up the personnel on this abstract of title work calculated to be highly efficient in the work. I strongly urge you to recommend that this personnel be so organized that the one upon whom its general direction rests, devote his entire time to the work, otherwise it is obvious that it cannot be well done and the confidence of the federal government be maintained.
