Description

Letter from Mabel S. Hayes of Palatka, Florida, complaining to Governor Sholtz that teachers in Putnam County were being asked by local merchants to accept a 30% discount on the scrip they were being issued in lieu of cash for their salaries. Sholtz's reply is included; he says the decision of the Putnam County Board of Public Instruction to pay their teachers in scrip rather than cash was a local matter in which he could not intervene.
