General Note

Hatton W. Sumners was a congressman who served as a member in the U.S House of Representatives from 1913 until 1947. Sumners was a strong advocate for states rights, and spoke out against the Dyer Anti-Lynching Bill, claiming that it was an infringement on State's rights.
