Racial disturbance plan for the city of Orlando, Florida, dated 1 August 1944, and submitted by Colonel John W. Healy of Army Special Forces, District 5, Fourth Service Command. The plan to suppress disorder related to racial disturbances includes a general estimate of the situation, "negro" and "danger" areas, available forces, evacuation plans, casualty plans, and a 1936 map of Orlando. Folder marked "secret" and "declassified."
