Accompanying note: "An unidentified contractor to the Federal Emergency Management Agency (FEMA) (green shirt) demonstrates the new total asset visibility (TAV) system to Governor Jeb Bush and Michael Chertoff, Secretary, U.S. Department of Homeland Security. The system allows for real-time tracking of trucks carrying relief supplies into the state following major emergencies. Tropical Storm Ernesto was the first event the system has been used at the State Emergency Operations Center in Tallahassee.
