GREST SEAL OF THE STATE OF FLORIDA
IN GOD WE TRUST
Inauguration of
LeROY COLLINS
AS GOVERNOR OF THE
STATE OF FLORIDA
and of
THE EXECUTIVE CABINET
JANUARY 8, 1987
TALLAHASSEE
LeRor Collins is the first fgovernor in Florida's history to be elected for two consecutive terms.
he first was elected in 1954 to serve the final two years of the unexpired term of Governor Dan McCarty, a close personal friend, who died in office on September 28, 1853, after service as Governor for a little less than nine months.
The Florida Constitution prohibits a Governor from immediately succeeding himself in a second four-year term, but Governor Collins was eligible to see reelection since he was not filling a full four-year term.
On May 8, 1956, Governor Collins again made history by being the first Florida candidate for Governor to win a first-primary victory, defeating all five of his opponents.
And on November 6, 1956, he was relected, for a regular four-year terms, by a vote of 747,753, largest ever accorded any candidate for any office by the people of Florida.
Thus, by the end of his new term in January, 1961, Governor Collins will have served six consecutive years in that office.
Governor Collins has vigorously advocated reforms which have long awaited strong leadership in Florida. Foremost among these is general constitutional revision, fair reapportionment of the Legislature and establishment of a merit system for state employees.
A leader in education during his 18 years in the Legislature as both a Representative and State Senator, he has continued as Governor to promote Florida's educational advancement at all levels.
This has been recognized in his election for the second time as chairman of the Southern Regional Education Board.
In this capacity, Governor Collins has also established a national and international reputation as an exponent of the peaceful uses of nuclear energy through his plan of Southern regional development of this newly harnessed source of energy.
And he has focused favorable notice upon Florida through his dynamic and successful efforts to attract new industry, giving this state an economy balanced upon what he calls the "three sturdy legs of industry, agricuylture, and tourism."
At the same time, while promoting Florida's growith, he has been a leading advocate of preserving the state's natural resources.
Among other causes to which he has given strong leadership and morality in government, good law enforcment, improved health, labor and welfare proframs, removal of politics from highway construction, completion of the "bobtail" turnpike, beginning of the state-long turnpike and urban expressqways, expanded agricultural and industrial research and modernization of the state judicial system.
Born 47 years ago in Tallahassee, LeRoy Collins in 1932 married Marty Call Darby, great-granddaughter of Richard Kieth Call, one of Florida's early territorial governors.
The Collineses have four children, Roy, Jr., 22, a recent graduate of the Naval Academy of Annapolis; Jane, 18; Mary Call, 14, and Darby, the youngest daughter, 6.
