Accompanying note: "ST. JOHNS LOCK UNDER CONSTRUCTION A 50-foot-deep hole has been hollowed out southwest of Palatka for construction of the $5.6 million St. Johns Lock on the Cross-Florida Barge Canal. This photo shows the start of concrete pouring for the 600-foot-long and 84-foot wide lock, one of five locks which will stair-step the canal across the state. The lock is about 25 per cent completed."
