Accompanying note: "Negro in stocks in Apalachicola. ...thus punished for an assault upon a white man. The white man represented in the picture is the sheriff who is carrying out the sentence of the court according to which the negro was to be kept in the pillory for one hour and ten minutes. Is this the way in which white people are punished for assault and battery in Florida, we wonder? If not, and there is a distinct class of penalties for black men, is it not proper that Congress, if necessary, should take measures to abrogate a distinction so manifestly unjust?"
