General Note
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Included in the group is Dr. Frank Furstenberg and an unidentified doctor from the U.S. Public Health Service Commissioned Corps, an assistant and staff member.
Biographical Note
Julia Graves later received a patent for "Mother Manikins for Teaching Practice of Obstetrics and Midwifery" on May 1, 1951.
