The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "Local Regisbias[?] unlicensed of course. Learned to do delivereies on a stock farm delivering hogs etc. Delivered his first human mother young colored mother in the back of a wagon using [blank] for light. They were on their home to Georgia."
"He began delivering babies about 1894; says he has made 201 deliveries. [n035382]"
