General Note
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "Mr. --- of West Florida began his career in midwifery on his father's stock farm using the brood sows as patients. He delivered his first human mother (colored) a girl of 17, 39 years ago, on a pallet in the back of a wagon. Says he has made 201 deliveries. No fixed charge made. Has received $15 in all and one double handful of pecan nuts."
