The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.

"Broward Co. midwife had been taught by the 'bode' that the bed and not on the floor or on her 'ol man's lap' was the place to deliver her patients. She also knew that the care of the baby's cord was her responsibility. A Nassau woman had given her trouble, saying both of her children had been born on the floor. The midwife finally delivered her on the bed. Before going home next day the family was warned not to let anyone touch the baby's cord dressing. When the midwife looked at the cord dressing on her return, she found that it had been 'pranked' with and a 'black lookin mess' (probably axle grease and soot) added. This was the last straw and the outraged midwife sent for the nearest Health Officer and told him her troubles. He was reported to have 'cussed dem people comin an' goin an' tol dem he'd put every man Jack of dem in jail if he heard another word of complaint from the midwife."
